Question about titling

I sent you a PM, but i don't think it went through due to user error i'm sure.

I just got stationed to Bragg from TX, so i'm unfamiliar with the DOT regs

1. My question to you was if I had you build a frame for me, what are the titling procedures, and would it get titled as a special construction?

2. My other question is whether I can send you my stock frame to get hardtailed in order to preserve the vin?

3. Lastly, if i wanted to install a brand new engine in my bike after it has been chopped, does it need to be reinspected and then do i run the risk of having to retitle it as a special construction?

thanks for your time!
