FL Registration and Title Info: Motorcycle Assembled from Parts

I emailed that DMV and this is what they sent me:

The Department’s procedure TL-43 outlines the requirements to apply for a title for a motorcycle assembled from parts. You may review procedure TL-43 on the department’s web site at http://www.flhsmv.gov. Click on the following:

• Tags and Title Full Service Menu;
• DMV Procedures Manual;
• Title and Lien;
• Application for Certificates of Title for a Motor Vehicle, Mobile Home, Motorcycle or a Trailer Assembled From Parts.

I've got the paper work in hand they mailed it to me, I got it yesterday. Some if it don't make alot of sense. But I guess I'll get by. They state that your tank and fenders should have serial #'s...... yeah right. For parts D,E.F.G.I It states you need bill of sale for new and used parts with serial number of part. These parts are...
D. front fork assembly
E. Gas tank
F. Fenders
G. wheels
H. Body assembly
I. They have no description for part I......but they say you need that info for said part

I only see
a. The Body Assembly
b. The Engine
c. The Transmission
d. The Front Fork Assembly
e. Wheels

I've got a buddy that has titled a few bikes assembled from parts and they require MSO's for Frame, Motor and Transmission. Also receipts from other parts you have not paid taxes on. He has never had any problems. Keep in mind I am talking Pensacola, FL and we all know each individual DMV inspector will be different.

I'm not to worried about it. I knew that they needed the three MSO but after reading this paper work I got I had to laugh. I just hope they don't get the last laugh. All my paper work is purdy much in order. Only receit i can't find is for my frame but I do have a MSO on it. I have Mso for motor but did not get a bill of sale which I can get. Bout to finish up on the build so I need to get all my paper work squared away and sent into them so they can reveiw and schedule my inspection. I just want to get this shit over with.

The only receipts they are getting out of me is for the main items. Fuck the rest. I doubt teh DMV rep is going to know anything about brake lines, seat springs, offset sprockets, shift linkage...ya know what I mean? I've paid enough taxes in my life.

Here's one that will twist your brain. You buy a new car...pay tax. Sell it, the next guy pays tax. He sells, the next guy pays tax...and on and on. A f'in car could collect more taxes than it was worth from day one!!! Bullshit. I can't wait to move to Oregon and never pay sales tax ever again.

Taxes suck period! Your income is taxed before you get it and again when you spend it. WTF!!! is up with that? Holy shit don't get me started hahaha

All depends on if the "instructor trainer" is in house when you take it. Last one I took up to Titusville he was there. They wanted all major component MSO's and bill of sales for tins and seat. Didnt ask about oil bag in part because it was made from deisel exhaust stack and freeze plugs. They will want photos of both sides of the bike also. Didnt want anything on the wheels or foot or hand controls and because there was no speedometer I didnt even have to crank it up. But times change and it looks like the regs are changing. Keep in mind the inspector trainer is running around the state training these people. He was a butt head and kept reminding me of what all he COULD be asking me to supply paper work for. sigh......... ground up build but some big stuff like the front end he never asked for. I told him I made it from pipe and spare plate and picked up the springs from a swap meet.

Not sure what regs are supposed to be changing. But rest assured they know about "parts and pieces" on these things. And if they say we want the receipts for cables and hoses your butt wont be on it legal till they see that stuff and you have to make an appointment to start with! I had a receipt from when I refilled my wire spool rack at the shop and kept a copy of that receipt alos. They can ask for receipst for anything you had to beg, buy, borrow or steal with out recourse on your part or deny you a title. As easy as they can be all the rules are in their ball park

I talked to my law professor tonight who is knowledgable on this subject as he builds custom cars in his spare time. There is nothing in Florida legislature right now on subject of motor vehicles assembled from parts. However, the DMV could be changing rules, who knows, but I'm not worried.

I'm wondering if these MSO's have to have a notary stamp. None of mine have been notarized. But I have bill of sales and the MSO's that should satisfy them ya thnk? If you are getting something notarized both parties must be present correct?
