titling in illinois help

here is the link i found with information on titling a custom built vehicle, i dont read this stuff very well and im kind of confused on how to go about this whole process, do they call me to schedule an inspection or do i call nsra? also will the inspector take care of all the paperwork? can i send them copies of my mso's or do they need originals? what is the wait time?

can somebody who has done this in illinois recently tell me how to get the ball rolling, and what the process is to get through all of this

You have to write a letter explaining the whole build process, step by step. Take pictures from the front, back and side. All MSO's and proof of tax paid on all parts. Bike has to have operating head light, tail light, brake light, horn, baffles in the exhaust, mirror, tag holder "horizontal". Call the local Sec. of States office and see if they come out or if you have to take it to them. They come out to the shop here in Springfield. They will inspect the bike and if all is OK they will stamp the neck with a VIN. Pay the title fees, plate fees and any taxes that have not been paid on the parts. You will get a title and plates in the mail soon afterwards.

You will do it as a Special constructed vehicle though...

An Illinois S.O.S. Police officer will do the inspection.

Specially Constructed Vehicles
A vehicle is considered specially constructed if it's a type that is normally required to be registerd and either of the following apply:

It has been materially altered from its original construction by the removal, addition, or substitution of essential parts.
It was not originally constructed under a distinctive name by a generally recognized manufacturer of vehicles.
Registration Process

This process differs from the one above. You'll need to provide the following:

Three photos of the completed vehicle showing front, side, and rear views.
Title for the chassis and all bills of sale or other ownership documents for any essential parts of the vehicles, or a certificate of origin from the manufacturer if the vehicle was assembled entirely from a kit.
Completed title (or title and registration) application.
Check made out to the Secretary of State for $65 (title only) or $143 (title and registration).
Sales tax form with a check made out to the Illinois Department of Revenue for the amount of sales tax due.
Send all the documentation to:

Illinois Secretary of State
Department of Police
Salvage Inspection Station
2719 S. 11th St.
Springfield, IL 62793
This process requires an inspection; the department will contact you to schedule one.

Since the titling and registration process is complicated, we recommend that you consult the Vehicle Services Department for more detailed information.

thanks that helps some, i just want to avoid being denied on the first shot, and i have a funny feeling its gonna take a few months for the damn inspector to get here

I have been waiting for a call for about 6 weeks for my inspection. I tried to call them last week. Only 1 lady handles it and she was on vacation. I'll call her this week to check on the status.


Jakermeister- no, they won't use your vin you already have. It'll be an SOS number that ends in ILL.

No, That is the serial number for the frame that matches the MSO. You will get a brand new set of numbers stamped into the neck for your frame that will be the VIN.

just an update here, the paperwork was mailed off almost 4 weeks ago, i called springfield last week and they said it takes 30 days for paperwork to get in to the system, so the waiting game continues, i hope to at least get a few rides in this summer

It took them 5-6 weeks to give my paperwork to the Secretary of State Police. But once he got it he called me to make an appointment the next day to come to me and inspect it.
It's been about 3 weeks now and I'm just waiting on the title to be sent to me. The inspection was easy.
Look at the list of requirements. Make sure there's baffles in your pipes and you have a horizontal license plate/tailight.

Hi new to the forum. I just finished building my custom bike and have recieved my paper work from the secretary of state. I understand everything except the application form. It ask for year, make, model, body style, vin. Was hoping someone could help me with what i should put down in these areas of the form or if i just leave them blank. i have MSO's for the frame, motor and trans along with a bill of sale from the person i purchassed it from. I purchased this bike from a person that started the build and was unable to finish it. Basiclly had everything to build the bike except sheet metal. i was able to finish the mock up and sheet metal work paint and wiring is 6 weeks and i ready to ride it. I plan on driving the paper work to the secrtary of state Wed. and need to dot all my I's and cross all my T's. Any insite would be fantasic and much appricated. I could not find any thread newer than this one on the site some hoping someone will responded. Thanks in advance!
