Looks like a Heartland Billet Tears turn signal (what Jesse used on his shop bikes for brake lights) and a modified WCC battery tray.

That is the Heartland billet light and that “battery tray” is actually a license plate mount. Not modified. Some shop built bikes like the Warbird had one just like it.
