2 cents worth. They already have the above mentioned 20,000 employees (NEW airport security) Gestapo (Homeland security). If noone believes that try flying on an airline wearing jeans, boots, and a leather jacket, I did. went thru 3 security checks before getting in line. Then while waiting to board I was "flagged by computer" and went thru another security check.

look to like the biggest problem will be with us little shop builders, wanting to build before we have a buyer, how do you deal with that gypsy?

i dont do it usually.
but i try to stay in a price range thats more restrictive as far as building bikes for sale goes. bikes i will title as cm bikes. they arent for everybody. they are for folks that already have a bike or two...people that dont freak about the CM status. folks with money typically.

as far as lower end bikes, straight forward bikes, bobbers, 20,000 dollar bikes...i try to stay away from them. but when i do them the parts belong to the customer. it is thier baby. i am only doing labor on thier own shit.

i do so much other stuff, bikes arent where i make money, i only do it to go to shows...to make new parts...etc. it isnt what i aim for all the time. if i build two bikes year thats enough.

i will prob build 10-15 motors. straighten/stretch/rake 10 frames build 4/5 gas/oil tanks. build 3 frames, build 3 springers. i work alone, i dont kill myself over this shit.

not to mention all the regular repair work, cams carbs...etc.

It also looks to like the CM bike statis is more like having a historic plate on your hot rod, got a ticket for not having my log up to date once on that . fine was $10.00 yea I work alone also but live in a really small (less than 300 ) town with a couple of shops with in 20 miles of mine so I try and have some thing goin on the side as much as possable.

it isnt even that...its a tag/sticker type thing. notify the govt feds...they give you the sticker.

it has nothing to do with the state title. most likely state wont even know, back to what i was saying...it could be years before the state even pays attention to the fed law...if at all. dont point to it when they pull you over. you could ride one 10 years before you ever get that 10.00 fine.

A builder may build 24 or fewer per year and sell them commercially by notifying the EPA and including a tag somewhere on the motorcycle stating: THIS MOTORCYCLE IS EXEMPT FROM EPA EMISSIONS REQUIREMENTS. ITS USE ON PUBLIC ROADS IS LIMITED PURSUANT TO 40 CFR 86.407-78(c). The 25th and all subsequent motorcycles built that year by that builder must all comply with the new emissions standards. An individual can own as many of the CM exemption motorcycles as he/she can afford.

So when would you have to worry about a VIN?

I only got a cop looking for a VIN # one time (rookie looking to make brownie points)...he was really weirded out on a 38 ULH Original frame, so only numbers were on the left side case. Took a buddy of mine, who happened to be his shift SGT to straighten him out on that one.

Other then that, only registration and insurance.
