5 speed clutch

.Could the omission of this (oil slinger?) result in less diaphram spring pressure? It's from a '92 softail 5 speed clutch I’ve been running it for 17 years but it broke on me on the section the retaining ring contacts when reassembling after a recent tranny rebuild.
