Clutch Cable Replacement Gone Wrong

replaced the clutch cable on my 1998 heritage. checked everything out before bolting up the cover, all looked and moved good. bolt cover on and after adjusting out to have a full lever it is rock hard. it,s like the ramp is pushing against something that will not move. stock bike with closed primary.
what did i miss?
