Rear fender help

Is an 11" the correct size for my 250/40R18 rear tire.
I don't want a huge gap, but I also don't want rocks to get stuck either. A balance of how it looks and functionality would be ideal.
The tire measures 10'" across the top.

One thing some ppl forget is room for fender brace nuts tail lite nuts and room for the tail lite wires and hangers and also tire swell at high speed. Don't make that mistake without checking for those clearances.
