1970-1972 XLCH Hardtail

I picked up a V Twin hardtail to put on a 1970 XLCH frame. The top rails of the hardtail are below the seat post.

I found a picture of a member here who had relieved some of the steel around the casted seat section. I was wondering if that is the most common way of "evening" out the line aside from heating and tweaking the rails.
