To shock or not to shock

During a test ride of an 02 Tejas I'm troubleshooting, I just happened to reach my left hand down near the coil and got absoluted blasted with high voltage.

My question, after debating with another shade tree mechanic, is this behavior normal in a properly functioning ignition system?

My gut says if my body is the best path to ground, something ain't right.

Thanks all!
