Yep... that rear wheel looks like a used one !!! You've payed for new stuff..
ask em to exchange it.. I would not accept it unless you asked for.

I wonder how long the parts were in transit to the island though and if that's how they looked when they arrived? Lots of surface rust, though.
Because those wheels are polished, they should be able to be brought back to like new. Your BBC dealer should be able to help on that or replace them (it).

I would definitly prep it and prime. Even if it is as simple as rattle can primer. That rust gets on everything. It will keep those shiney new parts from small scratches and turning orange. That would be one of the things I would have changed.

I would get my polished parts chromed. The warm salt-water air will pit the polishing quickly. I know because I had a bike with polished wheels, took it to the beach for a weekend and instantly overnight...pitting.
Just a suggestion.

Update.
Just got my handle bar today from chroming it was raw metal and in same rusting condition as the others.
The painter has his hands full with other work so it will be awhile before I get my stuff back to do the mock-up. I will be posting pictures.
Ace of Spades in your thread you asked the members how far you should continue with the mock-up I would like to ask you the same question now that you finished your bike more then 3 years ago. (The BBC DVD mock-up was very simple that’s why I ask)
CENJIM Indeed the environment is a big factor also how long it stayed on the shelf and of course handling of items each time with bare hands all this has its effect on the metal.
The parts were in transit 6 days in a closed 40ft container that’s about 2 to 3days earlier then the trip from CA to FL the pictures you saw were just after off loading from the container.
Urban Chopper your right about the warm salt-water pitting the polish to prevent this we wash the bikes immediately or at least within 24 hours of riding depending were the riding took place. (Same as with boat and airplanes in this environment) I have my old motorcycle for 9 years now and there are some pitting on some small chromed plastic covers but the other stuff after all this year are holding up quite well. I think it depends also on the quality of the product. This set should last for awhile the next set I’ll make sure I get the chromed ones.
In these 9 years my bike went in boat (in a cage and Container) to different bike events on other islands including Costa Rica hopefully the real bike I’ll be building will have the same good results.
Also there is a picture I couldn’t post last time because of space were you can see the front and aft wheel. The front has its rim rubber covered for scratches the rear rim looks used (maybe a showroom model) and dull. The dealer is taking care of this.

Different builders do different things. Some only do drive-train and tins, others go all the way to running. I guess it depends alot on your experience building, if your a rookie I'd mock it up as far as possible, less problems on final assembly. My next build I plan to completely build it, register it, and ride it before I disassemble for paint and final assembly. That's just me though....

Definitely through the drive train, front end, rear end, wheels, brakes, and sheet metal/tins. You want to be sure your fenders fit properly and have any necessary holes drilled in them before paint. You can save the plumbing and wiring for final assembly, controls, etc.
Depends on what you're comfortable with. Better to know before final assembly if you need any wheel spacers cut, etc for proper alignment.
Don't look for short cuts, especially on a first build.

Hi all here I have some more pictures to share.
Didn’t post anything earlier to save some band width was travelling a lot and couldn’t do much building. I’m located at the lower Dutch Antilles. In the beginning of September I went to a bike event on one of the other islands and there is two pictures showing how we put the bikes in a cage then in a container.
Also some pictures with the rust removed and then primed.
Building is going to be very slow because of being to busy at work and travelling as soon as there’s more progress I’ll post more pictures.
