help with Venom rear axle

Just picked up a new to me, 2004 BBC Venom, its in near mint shape, with an S&S 107", a Jim 6 speed OD trans and a BDL 3" open belt drive, my issue is it seems the rear wheel alignment is way off, the wheel does't spin very free at all, the belt seems kinda tight, one adjuster looks way out and the other way in, and even the "eyeball" test looks like the tire is closer to the left side of the fender!
i have NO IDEA how to adjust the rear on this, it has some kind of chrome covers over the axle which don't seem to want to come off!
i do all my own work on my HD's with my factory service manuals...with this chopper, im lost!
any help would be GREAT!

There probably just siliconed on, I have a Venom and that's how they were.
